7800GTX cold boot issue - Help

As title: I have a 7800gtx from XFX and whenever I turn the computer off and turn the plug off at the wall, when I put the plug back on at the wall, it takes about 25mins before the computer will come on. Is this the graphics card causing the problem and if so, is there a way to fix it? If not, what would it be?
