Tl;dr .my friend has a Cit 550w psu. It has dual rail 12v , with 16a on both. Is it suitabe for a 7850 ?

Unable to find a link that wasn't on a competitors site. But its a cit 550u gold edition ( not efficiency ) silent 12v. Its rather cheap , which is why my friend bought it. And now he want a hd 7850. Its not the wattage that bothers him , but he has no idea about psu's , voltages , rails or ampage , and frankly neither do i :P , so any help on whether this psu can run that card ? I would like some explanation on rails ,volts and amps in psu's if someone could be so kind ?

Atleast i can warn my friend :P. What makes it a bad psu ( other than a glaringly bad build quality )

Basically CiT are an ultra-cheap brand. They can't build them using quality components at the price they sell for.

In other words, you get what you pay for. You pay peanuts, you get CiT :p
 
I have a 750w CIT sitting in a cupboard that i used to use for a test bed, its an ok PSU for its price, unlike a lot of cheap PSU's its not going to burst into flames.

But don't be fooled by whats written on the side in terms of power output, i have had it in this rig just out of curiosity, it can't power my rig despite claiming to be 750w, in reality its more like 450w, it boots up and runs fine, but once the GPU and CPU are stressed tested it gives up and cuts out.

In your case; 2x 16A - 12v rails = 12x 16 = 192w x2 = 384w

384 Watts is the actual power output, you multiply the 12v rail Amps by 12, so my XFX has a single 62A 12v rail, 12x 62 = 744.

Now you know what to look for. Remember, multiply the amount of Amps on the 12v Rail(s) by 12, a PSU with just one 12v Rail is preferable to one with more.
