i recently bought a new ATX 7850 since install i have found lines moving down the screen like on old CRT monitors, i used to get a constant 300+ fps on css now i get 125 if im lucky, when i turn on vertical sync it locks at 60... huge gfx lag.. my previous card was a pallit 560 Ti never had problems with it...
im currently running a i5 (1156) 6 gig corsair memory 64gig SSD and 1 terabite hard drive....
all games i have on my pc are almost unplayable...

can someone please help me with a fix thank you
 
Try a different set of drivers. There reason I say this is theres a thread running here where a guy had a prob the same as yours, vertical rolling lines like an old crt. He replaced the drivers with some current ones and the rolling stopped. he doesn't say what version the drivers are though. Heres the thread, check out post no: 14

seems everyone is having issues on the same day... same here bought a new R6970 and get screen blurriness and screen splits (looks like you chopped off a part of a screen and shoved it on the other side) while playing games and even had bsod once when trying to reinstall the drivers...
