This is most likely a very reoccuring question but I was wondering if my CX650m could handle a 65tdp cpu and the 7900xt. 3 nvme drives 2x16gb ddr4.
I know it would be a reach and most likely not work which is why I am considering buying a 850w corsair or seasonic powersupply. But who know maybe it is not too far of a reach, I didn't do enough research before bidding the 500$ price tag was too compelling.

It might, it might not.

It isn't the typical power draw of the card that's the problem, but how the PSU handles the characteristics (spikes/transients).

A 9070 non-XT may have been a better buy with that PSU.

Perhaps, I did look into the 9070's but the extra $150-200+ (The 9070 xt is $50 more than the 9070) is enough to cover for the psu upgrade for this card. The performance of the 9070 seems to be about the same as the 7900xt although it might be newer with 3 years. Well anyhow it is not returnable so I'll just have to wait and see in person if I need the psu upgrade then I guess.

100% this. The 7900XT is a typical 300w or so, but the spikes can go to like 450-550w. As Tetras says, would it run... it might do yeah, but I'd agree with others and go 850W+.
