7950 problem ?

Ive gotta Gigabyte 7950 wind force noticed recently its been doing something weird.When I first boot up I can hear the fans on the 7950 speed up fast then slow down it does this a couple of times before getting to the windows login screen.Another thing is I use trixx to force an over clock at startup and 90% of the time it wont force and it just goes straight to stock settings.It does this even with a tiny oc of 1000mhz,1250mhz mem,+20%power,1.1vddc.The weird thing is it worked fine for weeks and then suddenly it stopped forcing the oc at startup.Ive got the latest catalyst drivers and trixx anyone else get the same problem ?
 
Speeding up while booting is normal, just letting you know that the fan is working.

Make sure you disable overdrive in the CCC if you want to overclock with trixx.
