7970 Skyirm - Problems?

Try right clicking 'Skyrim' in Steam library, go to properties, local files, 'verify integrity of game cache', doing this has solved game launch and other problems for me in the past. As you've already reinstalled Skyrim it probably won't help but worth a try I suppose.

Have you tried disabling the motherboard onboard graphics?
I had the exact same problem and it worked for me

I dont know what drivers you guys are using, but catalyst creator posted this link on his tweeter.

What would you suggest to use instead?

Nothing, especially if you're swapping one AMD card for another. Just use the uninstall all option. Job done.

There's a good chance that driver sweeper has buggered your windows install, so you'll probably find that a fresh install is needed to sort the problem.

I too have the exact same issue, going from a 5870 to a 7970.

I used the ATI uninstall all option before I installed drivers for the new card. All other games appear to be fine, its just skyrim that has the issue like yourself.

I will keep playing until I can figure out whats causing the issue.

Driver sweeper did this to me last time, never use it asit can delete important windows files that are named AMD.
