7970 stuck at 501 GPU clock

When playing games my 7970 seems to randomly go to 501 GPU clock and get stuck there till I reboot my PC is this a driver issue or a broken card?

mainly play League of Legends if the game matters

game plays fine but League doesn't require much of a PC to play but I get random flickering at desktop and in league green squares appear randomly normally jut a quick .2 seconds of big green square on abit of the screen happens with overclock and at stock but i then can also play BF3 for hours and not have any problems

rest of the PC if needed
3930k @ stock
Rampage IV (card is in second PCI slot) not sure if that matters

My 7970 does this too randomly. Somebody else started a thread with a similar problem. 7970 owners are gonna be praying for a minor miracle with the next drivers. Another common problem with the 7 serues is complete lockup of PC when playing shogun 2. Dozens are complaining about that on the totalwar forums.

Likely you have browser open with a flash video or something playing.

Used to get this too. well, still get it, but finding the offending page/video and reloading page to get rid works.

It's to do with Cat 12.3 and beta 12.4, few others have this issues, you need to disable ULPS.

This - close any browser sessions that are dislpaying flash content.

I had that issue when I changed the cfg file in Afterburner trying to up the 1125mhz limit. The limit went up to 1200, but the GPU was being held at 501. Very odd.
