7990 core Issue

Having a recent problem where my 7990 is only using one core. During game play the green LED for power saving is switched on. The system does recognize that there are two graphics cores but is only using one of them!

I know there are a few commands and settings that can be changed to stop this but I do not know how one goes about finding this information.

Are to graphics devices visible in device manager? Are there any unknown devices?

Is the game you're playing running in full screen mode - Crossfire doesn't work in Windowed mode (although I've heard Mantle can).
