How is it Microsoft still hasn't managed to fix this issue months after it was discovered? Happened me a few months back and just today it cropped up, which was weirdly fixed by powering off the pc, turning of the psu for a few minutes and then restarting. 
Seems to be a lot of random fixes people have found most of which rely on the disc being available or a usb key with an install on it, problem is for me when it happened a while back even booting from the disc caused a restart. Time ms got their finger out and got this sorted properly.
