If your friend has to buy a card brand new then he has the choice of:

NVIDIA 650

I am only looking at the cards available from OCUK. The best card out of the 2 appears to be the AMD 7770 and it is a little cheaper. See the below link for a few bench marks including Skyrim:

If you can go second hand then you have many more options to choose from, even an AMD 5850 which can be had for £40-50 would be better than an AMD 7770 in most games. Hopefully that helps a little, good luck!
 
If the GTX 460 has 1GB of ram it should be better than both of the cards....not by much but it should be better :)
