up then. If you have a filter, it wont matter as much.
Face down, unless the carpet is falling apart with fibres comming off too the touch it's not going to suck any more dust then if you had it on a hard floor. (If you are really concerned about it put something under it.)
Heat rises, you don't want it in your case.
The large fans of current PSU have a far lower Air Flow rate per square inch than the older 60-80mm fans, the sucking pressure is greatly reduced. New more efficient PSUs require less cooling, so they don't need a mini hurricane to keep cool.
