Budget to include everything including OS and peripherals

Main aim to be silent. Used for work, films, not for gaming.

i think you need to decide how fast you need
and how silent

you could go all passive no fans but they not usually as fast

nah it has a pretty good one built in, you just need to find a case you like, or decide where you want to spend the money, on case or nicer screen, keyboard mouse etc

if it was me id plug it into a big tv but if you want it on a desk monitor makes sense
