8600k high voltage value?

Hello guys. Im kinda new to OC stuff, recently I bought new PC. It has Asrock 4 Extreme Motherboard, 8600k CPU and Dark rock 3 cooler. I wanted to do overclock a bit my CPU - I wanted to get like 4.7 GHz, I set everything in Bios according to this video:
. Only diffrence I made was Offset Voltage - I set it to 40 mV. Then I started to stress CPU with OCCT - 15 minutes without problems, but voltage spikes concerned me a bit - highest were 1.39V, lowest 1.36V. I went back to BIOS and changed Core Voltage to Fixed Mode. I decided to set it to 1.32V. Then, once again, I tried to make some tests - I had error with OCCT after about 2 minutes from launch. What can I do with it? I'm worried a bit with this voltage spikes, so I didnt save it like this. CPU temps were pretty good, max 70C. My ram works in single channel, 3000mhz (DDR 4 Corsair Vengeance 15 CL) due to Dark Rock fan, it covers Ram slots for dual channel. I will fix it soon. Any tips how to get stable CPU at 4.7Ghz or even more?
 
What do you mean by voltage spikes? When you set a VCORE this is the max VCORE as when idle the CPU should be much much lower and then when operating it will power the VCORE to how much it needs for the task
