EDIT: For a more balanced take, see my other post below - MSFS2020 @4K with Ultra settings: 8700K at 38fps, 9800x3d at 60+ fps.

Those results are not surprising.

You're running at 4K in a game that isn't overly CPU dependent, they're entirely in line with what I'd expect.
 
This is why the 9800X3D hype makes me laugh - big gains... if you are running a 4090/5090 at 1080p... meanwhile gimping your system in just about every other way outside of gaming if you aren't making use of that gaming uplift.

I thought cyberpunk was all about running 640x480 with full screen DLSS antialiasing to 6400x4800 with motion blur.

DLSS 4 480p (ultra performance) upscale is actually ridiculous - I still wouldn't use it but it is crazy how good it is for what it is working with.

Aside from a little blurring on some textures in motion it looks like that when playing - still wouldn't use it as for example you can see on the character's hair, windows centre right and the hanging lanterns, etc. how much upscaling is fudging detail in but crazy for what is a 480p base image.

Personally I don’t like the IQ hit with super sample antialiasing. Not many people are running this game at 4K IRL.
 
Just to finish the story on a more balanced note (MSFS2020 4K, the same settings - mostly Ultra, the same 3090 GPU etc):

I'm running a frame limiter and fast vsync, so the actual difference may be even more than 22fps/50%.

But yeah, get a GPU kids, CPUs are just a stop gap for the impatient :D

I have the exact same CPU and GPU (8700K and 3090FE) and looking to upgrade to the new 9950X3D. Now i have some apprehension looking at your results, escpecially as its a big outlay. New Processor, Motherboard, Ram, PSU, and most probably case. Should if i just try get a 4090/5090 instead? if its even possible (availablility)

FWIW i play on 34" ultrawide at 1440P

It depends on the games that you play.

Generally speaking, the higher the resolution the less CPU dependant things are, but that isn't always the case. Your resolution is well within the area where you'll still see the benefit of the X3D cache more often than not if you play a wide variety of titles. That said, even when running 4K some games still very much appreciate the extra L3 cache of X3D chips. MMO's, 4X/Strategy titles, sims of various sorts very often do, CoD Warzone still benefits last I checked too. You need to consider more than one factor, the OP's initial post is bordering on misleading as he's not only running at 4K but also with a title which isn't particularly CPU heavy. Look at the other results he posts for MSFS, the difference is huge and to top it off he's frame capped so the difference is quite possibly larger than it looks.

It really isn't a black and white answer, but that aside I absolutely would not pair a 5090 with a 8700K for more general gaming.

You can clearly see the benefit in FS2020 but that's against an 8 year old processor. Would it really be much faster in that situation up against something like a Ryzen 9600X that costs less than half the price? I can't help but suspect that at 4K any recent Ryzen5/i5 class processor would provide very similar performance?

It's still a worthwhile upgrade for the OP but I'm somewhat skeptical of the need to spend big money on high end processors like the 9800x3d if you're primarily gaming at 4K/1440p. Seems to me like any mid-range processor would be on a par.
