8700k & Z370-e, OC not stepping down at idle on wifes PC

I'm being dumb, just delid my wifes CPU and set a mediocre 4.5Ghz low vcore OC as she doesn't care for max performance but wanted silence and better temps.

BUT! I can't for the life of me remember what settings I need for the CPU to step down to low speed when at idle? Take mine for example, I'm on a 8700k Z390-E yet our settings are almost identical (aside from XMP profile and CPU vcore and ratio) and I drop down to 800mhz at times.

What am I missing?
 
First port of call: Is Window's power plan set to Balanced (what you'd want) or High or Ultra (no step down)?

Second port of call: C-States in BIOS. Make sure it's enabled.

Third port of call: setting a Manual/Fixed/Override overclock will keep it locked to same speed and voltage. So you'd want Dynamic/Adaptive. This may differ from board to board, not sure. May also need to check that Intel Speed-stepping (or whatever it's called now) is enabled.

Flipping heck! It was windows power management, set to performance, changed to balance and boom. Thank you! I was going insane, I've OC'd for decades and this was driving me nuts!
