I have recently got my hands on a 8800gts (512Mb G92). It comes with a stock clock of 650mhz on the core. I have been playing with Rivatuner and have managed to get this upto 800mhz stable. However, the performance increase I see in 3DMark06 when going from 700mhz to 800mhz is very small (a matter of a few hundred increase). Is this normal?

My CPU is a 6300 overclocked to 3.3mhz.

Mine is not really very stable over 750MHz but I did manage to get it to run at up to 850MHz for long enough to benchmark and it made next to no difference, so I'm guessing it's normal for all but the most shader intensive applications. Overclocking the memory, which sadly overclocks even less, makes a much bigger difference due to the cards limited memory bandwidth.

You just had to say that didn't you!! I'm going to be forced to buy a new CPU now! ;)

CPU definitely, though it's dependent on what res you play at and how much AA and AF you put on. 3D mark 06 IS CPU limited because of its res and the fact that the standard run is without AA and AF. With some AA and AF and or a higher res it's not really much of a problem. But if you still want an excuse to buy a new CPU, then, there's nothing you can do about it except buy a faster CPU :D ;).
