The reasoning behind going for the i5-4690 instead of i7-4790 is that if he's not an enthusiast and the primary use is gaming, it's unlikely he'll make use of the extra threads on the i7 very often. And the clock speed is about the same.
Going i5 allows for a more powerful PSU capable of running a second 290 in CrossFire, or, if sticking with one card now and in future, it will allow for an even more powerful single card.
The motherboard has pretty good sound on it, better than the Z97's (the focus of which is overclocking) of the same price range, and seems to have all the necessary features.
There is no functional need for an aftermarket cooler, the stock would be enough, but that budget-friendly Xigmatek Apache would look nicer aesthetically, and arguably cool a tiny fraction better.
Case is very good for the price. There are other colours available. Was going to go with the 300R for the same price but the 230T is about the same and brings an extra fan.
