9600GT in 4x slot

Is this for an Asrock motherboard with a VIA chipset by any chance? If so, no, it wont work out of the box. The older VIA chipsets don't support PCI-E 2.

Should be ok, you dont need a pci-e 2 slot it will run fine in a 1.1x slot.

Also i had a 9600GT and according to gpu-z it wasnt pci-e 2.0 anyway :)

Peculiar - this is quoted from nvidia's 96GT page:

PCI Express 2.0 Support

Designed to run perfectly with the new PCI Express 2.0 bus architecture, offering a future-proofing bridge to tomorrow’s most bandwidth-hungry games and 3D applications by maximizing the 5 GT/s PCI Express 2.0 bandwidth (twice that of first generation PCI Express). PCI Express 2.0 products are fully backwards compatible with existing PCI Express motherboards for the broadest support.

It's backwards compatible with PCI-E 1.1, but the older VIA chipsets are v1.0 and spit the dummy if you try to run a PCI-E 2.0 card.

Should be ok but if ots only for a couple of monitors id get the cheapest card you can such a 8400GS, no need to spend on a 9600GT
