9600KF won't clock down??

So today finally upgraded to a 9600KF, build went fine and no issues. However i've noticed that it won't clock down below 4.3, it will hover around 4.4.-4.5 and sometimes 4.6 at idle. Everything is at stock except for memory which i've enabled XMP profile.

I've enabled all C states in bios - not sure if they all need to be on though?
enabled intel speed shift technology
Disabled multi core enhancement

Windows 10 processor state min 5% and max 100%

Am i missing anything?

Okay so i set the power plan to balanced and that worked, however when i set it to high performance and set the different processor states it won't down clock. Is there a way around this?
