there isnt really an exact equiv today,

theres the 7300 or X1300 which will be a little under its power but have the modern shader and memory properties.

bext match for it was probably the X700 / 6600 but even they are old by todays standards.

EDIT:

why not just pick up a second hand 9600pro/XT ? you should be able to get it for about £25.

failing that the 7300 / X1300 tend to retail for around £35

I got my 6600le for £30 new from a competitor, the extra pipelines unlocked and the core seemed to have a lot of headroom, memory pushed an extra hundred mhz too...
For the price I'd say it was a decent replacement.

As for your other question, I really can't see graphics cards disapearing one day, they are like the most exciting part of a pc... :D

why do you want an equivalent?

GFX card have moved on so that for less money you get better performance.

whats your budget is what you should be asking.
 
This one seems decent and is a mid range card like your 9600xt was back in the day.
