970 at 61'C

I've recently mounted an Antec Kuhler on a Phenom ii x4 970. During intensive load when overclocked to 3.8ghz it reaches 61'C. The strange thing is no matter how much I push it the temperature never reaches above 61'C. Not that I want it to exceed or even be close to that high as I know the recomended max is 62'C but was wondering if it's throttling itself to not go above 61'C? I have Cool n' Quiet switched on in the BIOS, would that be doing it?

I've ordered another two 120mm fans (a second to go on the radiator and another as another intake on the case which I'm hoping will sort it out, just found it very strange that the temperature never ever goes above 61'C...
 
I was using the program that came with the Asus Crosshair V motherboard.

Yours never hit's 50? What cooler are you using? Maybe I should remove the Kuhler and apply better TIM. Came with pre-applied pad and was dubious about it.
 
my 955 hits 70+.... beat that! Time to ditch my H50 me thinks...

me thinks you have one of those programs that cant read AMD temperature sensors properly, or a dodgy temperature sensor in the chip.

AMD CPU's throttle back at 65C to avoid damage caused by heat, so its pretty hard to get it to 70C
