980 low usage, hitting power limit?

I have two 980s in SLI, both bios modded with evga sc bios.

I've set them to 1400/8000 in the bioses, and also adjusted the power limit to 125W per PCIe power connector and 250W total following this guide:

Yet, playing many games they won't go to 1400mhz, sitting at 1342 or so, and won't hit 100% usage. The power level is in the high 90s.

Do I need to do a hard mod with a conductive pen on the resistors?

Note that we're not at 144fps, rather 123, so it's not like gsync is capping the framerate.

Any thoughts?
 
How did you set the clocks? hard boiled in the bios or via the boost table?

Are the cards evga SC with modded bios,or they other 980's with the modified SC bios?
 
Hard boiled, as you can see from nvidia inspector, the "GPU Clock" is set to 1400 but the current clock is lower. The max boost is set to 1500.

One is a Zotac reference card, the other an Inno3D reference card, the EVGA SC was a reference card anyway.

Edit: I accidentally cropped the labels from the gpu total power level graphs, they were both sat at ~86%.

Is it possible you you messed up the max power and bus/6pim/8pin calaculations?


Your max power limit could be X value,but max supplied power could be a value less than max limit?.Would explain why seeing powerlimit levels sub 100% aswell as lower than expected clocks?
