9800 Problems - Lines down screen

This is what my screen looks like:

I have an ATI all-in-wonder 9800, and after this happened I reinstalled the driver, cleaned the fan, and it was ok for a few hours. Then it came back, and now I can't get it to go away.
This problem occured when I wanted to install Mandriva (linux). When I booted off the installation CD, I got lines all down my screen. I turned it off and booted back into windows, thinking it would be ok, but it wasn't. Is this a problem with drivers/software, or could I have knocked the graphics card when I was swapping the IDE jumpers on my hard drives?
I tried reinstalling windows but in the process I somehow corrupted my second hard disc, and I don't want to reinstall over my first one, so atm I'm still trying to recover the data from my second hard disc, and also when I try and boot from my first hard disc, it goes as far as the windows loading screen and then goes black.
I am completely out of ideas as to what the problem is, and what I should do. Any help is appreciated.
 
I think I'll just throw it away tbh, I tried my friend's Radeon 9600 in my pc and it works fine, so now I need to find a new AGP card to buy. This is what I'm looking for:
- price <£150
- AGP connection
- Dual screen output (preferably DVI) so I can run 2 20" screens each at 1200x1600 off it
- <300W power supply needed

Any suggestions?
 
How much would that stretch the budget by? Also, the thing is that if I'm going to start replacing the PSU as well, I might as well just get a new pc as mine is a bit outdated (still only has AGP, IDE, 2 RAM slots). I was looking at the all-in-wonder x800xt yesterday, as I would prefer to have an ati all-in-wonder because that would mean I can keep the input connections on the front of my case, and TV antenna connection, but it's really expensive (around £250). Is there anything in between the 9800 and X800 all-in-wonder, and would it meet my requirements?
