9800gt Bad fps.

hi,
I have a problem with my current 9800gt,when i play anygame i get bad fps around 40-60 @ 16800x1050 @ high settings and i get around 70fps on low settings,even if i put it down to 800x600 im getting 60-70fps.
Now i play a lot of counterstrike source and im usually around the 40-60 fps mark but what i cant undertsand is why if i lower my settings to low/800x600 im still getting low fps.I thought i would get a good fps from the 9800gt or is my cpu causing me to get bad fps,I have tried several driver sets and turned AA off etc but still the same.

Specs:
CPU:Am2+ 5400+
PSU:Ezcool 500w 775?
Mainboard: Geforce 7050M-M
Ram:4gb 5300
OS: Vista 32bit

If your fps doesn't differ between 800x600 and 1680x1050, then you're CPU limited, not GPU limited.

The problem isn't your 9800, it's your A64.
