980ti matrix edition fan keeps ramping up ?

I swapped a msi gaming for this matrix 1 as on my mates pc kept ramping the ram speed up, i thought on a fresh install it would resolve the issue. On gpu tweak and msi after burner you can see fan set at constant 20% but ram rpms shoot to 2800 every 5 second.

Any ideas before i RMA it.

maybe in this heat a constant 20% isnt keeping it cool enough?

^^ That's what I would have thought.

Different boards, I appreciate, but my 980Ti fan is on auto and currently running at 44%. Mind you, I am editing something so that is probably partly why...

20% is too low a duty cycle and the fans are likely speeding up to avoid stalling. 30% is generally the bottom limit for PWM PC fans.
