980ti performance

I've noticed that when playing WoW my graphics card seems to stay at it's downlocked/power save settings (HWMonitor showing it at 405 gfx 405 memory clocks).

It seems to be affecting my graphics in-game as well as i'm stuck about 30 fps.

Is there any way to prevent this downclock/powersaving mode so I can check if it makes a difference in game?

Gigabyte G1 if it makes any difference

Have you changed the setting in NCP to prefer maximum performance?

I changed one setting in it under the 3D section, but couldn't find it anywhere else.
