99 at bottom right of monitor??? not posting to BIOS

I've moved an older A8 6600K chip to a new case for a friend but I can't seem to get it to post now when it's in the new case. All I'm getting when I turn it on is the number 99 at the bottom right of the monitor and a black screen. It won't get into BIOS at all. Have I borked the mobo?
 
Also can I just check that this psu will run a 970 plus the A8 cpu?

Not the greatest of PSUs, but that should be fine for an APU and 970. Mobo could be borked, or you could have something seated wrong/shorting out.

Alternatively, the PSU is DOA/borked.
 
The mobo is the same one that came from the case, so it worked fine.

I moved the MOBO, APU and RAM from one old case to ta new one with the new PSU.

Power seems fine as it powers up the CPU fan and case fan.
 
Sounds like you've got a short somewhere, or maybe the heatsink has come slightly loose. Take the motherboard out and test it outside the case, then reseat it.
