Hi,

Was going to get the new 3900x when it comes out, due to the on par IPC “, but the games that I play (X Plane 11) run far better on intel than AMD (zibo add on for example). If I get a 9900k instead, can I keep hyper threading on when Microsoft or Intel push an update to turn it off due to all this hacking stuff?

If I had the option to buy either CPU now I would buy the AMD 3*** over the Intel, the only reason is you don't know what other vulnerabilities are yet to be found. Whilst those vulnerabilities can affect AMD as well it's very unlikely considering what has been found to date. The IPC is slightly better for AMD but their clockspeed is slightly lower so they are very close in performance. If you can wait for a couple of months then see what the actual performance is with reviews then chose - it'll be a very close call, but if you have to end up turning off HT on the Intel parts that's a big hit to take.

Or get a 9700k...but I’d just get a 3800x

I can't imagine you'd need to turn it off and I doubt it's going to be disabled completely (someone correct me if I'm wrong). Just saw an article where someone tested with hyperthreading off but that's to compare the performance in a worse case scenario.
If Intel turn of HT then they'd probably have to give customers their money back? :). The features of the product as marketed are being disabled.
As above, I'd have a look at all the Ryzen 2 reviews first. It might be that AMD are stronger in the application(s)/type of processing you mentioned now.

I’ve run X Plane 11 on both an 8700k overclocked to 5ghz and an AMD 2700x overclocked to 4.3ghz and it ran far better on the 8700k.

This happens to demonbuddy as well, where 9600K destroys 2700X. A while ago I already sold my 2700X for 9900K. If 3800X can't go beyond 4.2 GHz among all cores then it'll still be 21% behind a stock 9900K for running this.

I don't care about security vulnerabilities on the 9900K computer because it doesn't touch any personal data other than the passwords of the game accounts. HT is needed to ensure multiboxing works correctly. I even deliberately disable meltdown and spectre patches so that I get extra performance.

For my laptop holding more personal data though, my Ryzen 2500u does give me more assurance.

Dont know yet, if this gets worse and someone finds a way to weaponize these vulns properly... then yeah you could have a problem with hyperthreading.
Personally i wouldnt touch an intel cpu right now, security is just one of the big messes they are in.

Bet reviews will be online the moment shops can start selling CPUs.
In fair month.
Actually reviewers are likely to get CPUs and mobos before that for time to run tests and write review, with NDA ending at the latest shop availability time, or little before it.
Physical CPU package (+Navi) has actually been shown already, at least to some tech journalists/reviewers:
