A build for fairly basic premiere pro usage?

Hi all, I have a friend who's been recording and editing basic videos using premiere pro on a pretty low end laptop and is really struggling (i just about fits the minimum specs).

I've suggested I can build her a small form factor pc, but i'm wondering what sort of specs and price range i'd be looking at? These videos are no more than about 5-10 minutes and aren't super complicated if that makes any difference!

Surprisingly kolink do good SFX units !

@Kolink PSU PM - Phil might be able to track a few reviews down .
For a non Super power editing reg that's not on hour hours at a time producing 4/8k footage should be fine .

Silverstone's is a little bit more cash if there's budget . Naturally you pay more you get the benefits behind it

Sold out so many times on here, new stock would have been flashed. Few have bought it in last 6 months on here flashed. If not Gigabyte can flash it etc

You've also got best WiFi of any b450/x470 board which is handy

Hoping Adobe update coding to make amd more stronger, when Ryzen released , coding was aweful for AMD but improved !
