A couple of gta iv questions

Firstly are my specs good enough to run the icenhancer mod ?

Secondly does it really matter if you exceed resource usage limit on the settings ?

And laslty is there a gta iv mods section ?

Specs:

i7 2600
Gtx 560
8gb ram

It will struggle probs. It will run it but you will have to knock a few settings down. Its been a while since I played it but my old 2600k and a single 580 got some hefty fps drops in parts. It may be tweaked and refined a bit by now though. As for mods you can install what you like however some wont play well with others as is the case with any game that's moddable. Just a matter of trial and error.
 
I went from a 560 to 670 and on the 560 i had high res texture packs and an ENB with my settings set to high ran quite well tbf but it did feel sluggish in some parts of the city.

my fps was like 40 to 60 and dropped to around 25 in some parts of the city but on my 670 the VRAM helps loads and handles it a lot better.

My reso is 1680x1050
 
You will be able to run an ENB like iCEnhancer on your rig but it may struggle on high settings.

It dosent really matter if you exceed the max resources I dont think, I think its just a guide sorta thing but I may be wrong if someone knows different?

Personally I would recommend the L3VO ENB mod (his 8-7 one linked below is the best IMO) (an alternative ENB to iCEnhancer) Although iCEnhancer is very good I find the colours a bit oversaturated. Also in that link to the mods thread above there is an edited ENB by Skyfall here on the forum which is also very good.

Lastly, also try and find DKT70 Road Textures on google. Its a texture mod that changes all the road textures and makes them look a lot better.

There are 100's of other mods, it depends how far you want to mod like people do in Skyrim but it will also have a big impact on performance. Ive only got the ones Ive mentioned above and GTA4 looks so much better, looks even better than the forthcoming GTA5 I think!
 
I've recently started playing GTA IV again (and the DLC when I get round to it) and it runs pretty amazing on my system to be honest, although, I never found it ran too badly on my old system, however there is a pretty big performance / graphics boost.

I'm really wanting to mod it, to get better visuals but I couldn't get iCEnhancer to run :(.

Will try some of the other mentioned!
 
Modding GTA4 depends a lot on the games .exe version. (From memory) Apparently the older version - 1040 - is the best and most of the mods are written for that version. Its easier to have the non Steam version of the game as you can manually update to whatever version you want. However, it is still possible to downgrade the Steam game to 1040 from the most up to date version - 1070. There are guides on google.

Im pretty sure the most recent iCEnhancer can be used on 1040 and 1070 I think. Maybe its something else stopping the mod. Your best bet, is to do a clean install of the game (backup your saves), run the game once, leave the settings default. Now install iCEnhancer and see if it works. I found GTA4 quite 'fussy' when I was playing around with mods a while ago and it would sometimes refuses to work or crash.
 
Don't need a tutorial but when I'm installing I enhancer do I copy and replace the files or just copy ?

I think it overwrites some original files, you could make a copy of all the original files/folders in the directory as a backup if anything goes wrong. That way its quicker to just recopy the files over rather than reinstalling again from the disc/steam.
