A decent but not to expensive upgrade required from an i5 4590

My son has currently plays on the i5, with 16 gig of RAM. (can't recall the MB)

He has an Nvidia 3060ti and is itching for an upgrade in the CPU department, which as far as I can see (to make it worthwhile) will need a new MB and RAM as well, unless there is a CPU that will drop into his current setup that wont cost a fortune and will give a decent boost in performance.

So break it to me gently, what are his best (budget) options that will really see an overall lift in performance or is his CPU still good given his screen and gaming tendencies?

He games at 1080p@144Hz, plays mainly overwatch.
