A DNS to keeps track of you bandwidth use?

You'd have to either tunnel your traffic through a remote or local proxy that also recorded how much went through or use a router/modem with the ability to monitor it (assuming more than 1 PC).
 
The easiest way would be to buy a router that tell you that. Pretty much every router these days does that.

On mine i can see exactly who and what is using bandwidth, i also have the ability to throttle them. :p
