They are forever for as long as you are still subscribed to the service e.g. say your subscription runs out, you can't access the games until you renew and actively on the sub, otherwise they will just be taking up hard drive space doing nothing.
Yes the games change monthly. So if you missed out previously, then unlucky for that, unless some of them return again. The Sony first-party exclusive titles are generally always there. If you've downloaded a game before, it will still be kept in record in your download transaction history. OF course again, it's up to if you are still subbed in order to play them.
And no, Vita games cannot be played on PS3.

Yep very good value service and you can see why it's getting a lot of praise, and why even Microsoft themselves are starting to copy it too. Though their free games are pretty fail so far. 
Yes, grab everything that is available to your interest as you can. Even if you don't have the hard drive space for it, just hit the download button so that it will be saved in your transaction history and save it for later. So as long as you are subscribed to the service, you can build up a nice "free rent of games" backlog if you will.

Or just "grab everything that is available", seeing as when you pay for Plus you've paid for that content.
Wish they'd sort out the download list though.

Well, not EVERYTHING e.g. the XMB icons and theme stuff.
Which by the ways those you can keep for free regardless if your subscription runs out.
But hey, free stuff is free stuff right?
Personally I don't, Sony likely pays publishers based on the number of downloads so I'm not going to encourage them to pay for games I'm not interested in.
Plus I'd rather not have to scroll through even more crap on the download list.

Yeah would be nice if the download list has some sorting options, or if you can actually delete entries within it. Whenever you get tons of fluff with something, it can take a while.
