Possibly; the 'traditional' market (i.e. publisher-driven) of the past is heavily focussed on consoles right now which opens up a bit of a niche in the PC market. One good thing about the PC market is the potential to innovate; we have all the tools nowdays to remove some of the barriers to entry (digital distribution, viral/social marketing, widespread internet usage) so talented developers that would have hit a brick wall 15 years ago now have a realistic chance of getting themselves noticed.
As a side note I think the 'golden age' for PC gaming was probably around 1998-2000 as this was when companies first started getting to grips with the technology available (3d accelerator cards, internet play) and really put PC at the forefront of the pack.
