Why does windows not ask for admin pass. when it needs admin rights for something. Like when linux needs a update or you go in the control panel (YaST or whateve).
 
It doesn't because it wasn't made like that? There are loads of little things it does that would be nice if it did different, same with linux and any other OS though. It's how things progress...? I agree it's not helpful but i dunno what answer you're after since there isn't one.
 
Because it assumes that if you're logged in as administrator, you're the administrator. Microsoft has never heard of people walking away from a computer screen before.

This. Windows is designed in a completely different way to Linux/MacOS.
 
It does, if you're not using an admin level account. If you're using an admin level account, it either just lets you do it (XP and earlier) or kicks UAC in to raise the access level with a prompt (vista)
