A little bit of confusion over CBT's

A friend of mine is 19. He has passed his car test. He owns a scooter as well as a car. He believes that he can ride his scooter without L plates and also take passangers on the back. His CBT has expired.

I was under the impression you need a CBT regardless of whether you've passed you car test, unless you've passed your Cat A.

Whats the deal?
 
Yes, you're right. I remember the law changed shortly before I passed my test 4 years ago. This required you to hold a CBT and a full driving licence to ride a scooter. The full licence enabled you to ride without L plates etc.
 
Unless his licence is Northern Irish then he will need to do a CBT. The CBT isn't required in N. Ireland, or at least it wasn't when I had my bikes. It may have changed recently.
 
If he passed his test on or after 01 February 2001 (which he obviously did), he must have a valid CBT to ride a moped.

He must display 'L' plates front and back and is not allowed to carry a passenger.

He has been very lucky not gain 6 points for his lack of L plates (3 points per plate) as I have heard that the Police like to pick on young scooter riders for obvious reasons outlined above.

He should have been made aware of this as part of his CBT.
