A little help with a dell E520 please

I'm just setting up a Dell Dimension E520 for my sister, but the cooling fan is on full whack and it is VERY LOUD!

I'm not overly familiar with intel systems, I've been in the BIOS and enabled speed stepping, but is there anything else I need to enable so it throttles down a bit? This won't be acceptable in the environment it's going in.

Using TAT the temps are 29-32c

XP Professional SP2

EDIT: Just to add this is a brand new system delivered this afternoon, currently whittling away at all the installed crapola

EDIT #2: At 18:23 it has just auto throttled down, maybe it needed 'burning in or something'

Just to update this, the mobo was faulty.
