A little help with VPN setup please

Shown below is the setup I am going for:

I have about 5 PC's @ each location

My question is will users at the remote locations (sites 2&3) be able to log on to the domain?

Is there a better way for me to do this?

which VPN routers can anybody recommend?

I would also be grateful if someone could offer a solution for backups

NOTE: my budget is not limitless

Cable or ADSL at each site?

Yes, users at remote sites can be part of the domain. If the VPN goes down it can cause headaches, you could add additional domain controllers at each site to help (depending on budget!).

All 3 locations are currently on ADSL2+ (Be Broadband 24Meg)

I'm thinking of installing the following VPN router @ all 3 locations:
DrayTek Vigor 2820n

Would it be better for me to connect the the BeBox (Be modem/router) to the VPN router or should I connect the ADSL line directly to the VPN router?

I would love to be able in install Domain Controllers @ all 3 locations, but I don't think my budget will allow for that.

The other issue is that all 3 locations need access to data on a shared drive on the current Domain controller.
 
I'd use those routers too.

At site 1 install DHCP on the PDC.
At sites 2 and 3 configure DHCP on the router to give the IP of the PDC for DNS. The PCs use DNS to find a domain controller to log in to.

Backups depends on OS and email config.
