Been trying to find a good way to complete games I've not started or stopped for whatever reason.

its been working for me for 3 days for me maybe someone wants to give a try? you probably don't care but has helped me.

Step 1:
create 4 groups & sort all games into these
Can't Complete - Games that you cannot complete [Multiplayer,Civ etc]not games you fail at!

Complete - completed games

Not Completed - Games you haven't completed :p

Wont Play again - Games you 400% sure you'll never play again
example: half-life Coast Coast, Half Life Death Match

This will take while i know

Step 2:
Install 5 Games From Not Completed Tab, With different genres
this will stop you getting bored I chose:
Bastion
Dead Pixels - great game btw
Grid 2
Little Inferno
The Walking dead - lost my save last time!

Step 3: Install 1 Game you want to complete again & 1 Multi-player Game
I chose Sleeping Dogs, TF2

Step 4: Only Ever open installed Tab, these are now your games till you completed at least 2 games, then add 2 more.

My Rules i Tried to Stay To:
Never look at All Games List
Play Single player Roughly 4:1 ratio to Multi-player

3 days in:

Bastion 40%
Dead Pixels - 25%
Grid 2 - 60%
Little Inferno 80%
The Walking Dead 20%
Sleeping Dogs 10%

I did a similar sort of thing, not so much completing my games, just organising them, I ordered them in:

Installed (Games that I wish to play and finish)
Maybe (Games that I might want to play, but are not really in my radar)
Uninstalled (Games which I know that I will never play, mostly made up of games from humble indie bundles, which is a shame because I love some indie games that I have found.)

Then when I finish a game, I pick a game from maybe and move it to installed, the I pick a game from uninstalled which I might be interested in.
