Germany has a law that makes winter tyres mandatory when roads are icy.

Where do people who live in small flats keep the spare set of wheels??
 
Blocks of flats will often have a cellar with storage units.
People also keep them at their parents' or other family members' houses.

Or at garages, whatever. There are plenty of places to store things.

This is the correct answer. The majority of flats in Germany have secure cellar space allocated. Not all, but many of them also have underground parking where winter/summer tyres are also often stored.

Also there is no law that says winter tyres have to be used however in accident cases when there is snow around and where your car hasn't got winter tyres then you are regarded by the insurance company as being partly culpable even if the accident wasn't your fault.
