A really simple video edit

What's the easiest way to cut a small section out of an MPEG2 video file? I'm having a ridiculously hard time with this - I've tried a few freebie programs and they either crash, just give me audio, tell me I need this and that. It's driving me insane

I just wanna go OPEN-SNIP-SAVE ffs.

Can't you just import it into Windows movie maker, admitedly it will save it in wmv format but if that's not an issue it's easy to use.
