A sad computer story.. :(

Hi, could be a motherboard but I would still like to swap a PSU over first for a known working one. Also when you tested the 12V did you measure the 12v via the yellow and black leads on the Mobo??? Also, did you have an fan or optical supply connected to the PSU, as you should really power up a PSU without a load on the PSU as it will damage the PSU.

I would still try swapping the PSU with a known working one, cause just becase you got a 12v rail reading from the PSU either with some component like a optical drive or fan or nothing connected to it, don't mean the rail is stable enough to power a full system, as powering up a E6600 overclocked with other power hungry components, is a bit different from powering up a single component.

Still think the PSU could be unstable and worth checking, as LED's require so little voltage to light up.

I second this. Could be the motherboard but when I used to be a tech (IBM and Unisys contract work), I encountered more than one computer where the PSU was toast even though the mobo LED would still light up and/or the fans would still run.

Thats quite right, I have an antec neopower psu in my old pc which shows all the correct voltages when tested with a volt meter when not under load yet it refuses to turn the pc on. I can see the little diagnostic and ram led's on my dfi ultra d board dim as it struggle to power up.

Definitely try out another psu.

Edit: I just noticed you have an antec psu also, I think there lies your problem. I keep seeing problems like this rear their head with ageing antec psu's designs

Ok, will try a new PSU, thats about the one thing my mates will have that i can borrow.

If all else fails and it is the motherboard i'm probably going to upgrade. What does everyone recommend on the motherboard front, (looking for something with similar features to the p5w DH Deluxe).
