A silent, air cooled, build?

So a friend has asked me to put together a rig for him at a budget of £1,500. His request being that the PC doesn't heat up the entire house but doesn't skimp on performance or silence in an effort to keep the temperature down.

I don't want to go with a custom loop as that would involve me doing most of the maintenance. Can anyone help suggest parts for a (relatively) quiet but big performing rig?

Is this budget just for the Tower/Windows ? Or do you need a Monitor, Mouse and Keyboard as well ?

He's got all the extras, this is purely for the case, hardware and OS.

If your Friend is only gaming then an i5 is still great for that. For things like Video editing/Rendering and Streaming etc then an i7 will help.
