A silly question on CPU usage

I got a 6400 @ 3.2ghz and when I am extracting a big file in winrar my cpu on both cores hovers around 30 - 40%, there not anyway to give it a bit more of the 60% left or is that how inefficient the program is??
 
I don't think winrar is SMP enabled and that really wouldn't help that much when extracting. You'll be more bottlenecked by your hard drives when extracting. However, if you are compressing and have a SMP enabled compression program (7 -zip?), the dual core should help.

the compression speed on computers with several CPU,
dual core CPU and processors with hyperthreading technology.
Multithreading is enabled by default, but you can disable it
in "General" part of "Settings" dialog.

In the command line mode you can control multithreading with
-mt switch.
