A small rant about work (not what you think)

Look tell your gf to try and get her sister sacked...win for her and also a nice bit of revenge too.
 
The story sort of works if 'adults at work' is replace with 'infants at school'.

If there really isn't anymore to the story jay, which I doubt, then it sounds ridiculously childish for two people of working age.

Only other explanation is the sister is insanely hot and management agreed to file anything she wanted on the agreement that she had sex with them all.

You have to understand, what you find a harmless joke could upset someone greatly. You have adapt to others feelings and get an understanding of them, their morales and life style before you can get jokey jokey with them.

By the fact it was your missus sister, I'd say they knew each other quite well. So surely your missus could have had the foresight to see a storm coming her way if she indeed (and later did) deface her publicly, in front of all her colleagues.

Your missus may be upset due to her joke not being taken so well, the best thing she can do is apologise to her sister for public humiliation and apologise to her boss for wasting company/HR's time.

No offence to yourself either, but I agree with certain of users point of views. This topic is a little sit silly for a public forum, it's a mere; simple private life issue. It's hardly the worlds biggest problems and I'm sure you could've handled this yourself without seeking advice of the mighty GD ;)

Some places use standard forms, which might contain 5 pages. 5 mostly blank pages in this case, probably, but if procedure requires a standard form then it'll be used anyway. You end up with things such as several A4 pages for a risk assessment on washing-up liquid, but that's procedure for you.
 
Government policy tends to be to keep families and couples in different teams or jobs from one another for this and issues from the outside that can come in.
 
I think your GF and GF's sister should fight it out on a show called Jeremy Kyle, perhaps you've heard of it? I'm told this is the best plan of attack for family disputes such as this.
