a small server pc

hi guys, i am thinking of making a small server pc to remotely log into and compile stuff on i want it to be:
1) cheap
2) low power consumption
3) small
4) quiet - i.e. 1 fan on cpu and 1 on psu!

can anyone recommend a processor and a case for such a machine?

was thinking of putting linux on it and a 100gb drive in it (or similar - maybe a raid 1)
