A/V Receivers - how to tell if they can upscale S-video?

As title really.

I have lots of retro consoles, the best outputs from them are S-video.

I'd like to get a decent picture from them on something like a Hyundai A321 32" LCD, so I figure a bit of upscaling is just what the doctor ordered.

How can I tell if an A/V Receiver offers this feature? Presumably, I'll input S-video, it'll output component and / or DVI / HDMI?

Will the 1706 do it, or the 1803?

That's why I want to know how to tell, rather than asking 'Does this do it? Does this one? What about this one?
