A way to improve 980Ti Hydro copper performance?

I have a 150 gpu oc and 490 memory OC at the moment, but anything more is unstable overall. Is there a way to improve performance that is safe? Like a safe voltage? My temps never go above 38c on full load!

I'm not new to overclocking GPU's, but I'm new to voltage tweaking! I just want to get closer to my 980 SLI setup frame rate wise.

What's the actual boost with that clock? Any mV added with Afterburner? Did you check the maximum core clock without touching the memory?
 
Use something like MSI Afterburner or GPU-Z to check whether you are hitting the voltage or power limit.

I haven't checked the boost clock without touching the memory, but on Precision X it hits 1531 boost I believe. No mV added as I'm scared to add it and don't know how much is safe!
 
You should read some guides then, to find out that:
The +87mV allowed via software is safe.
A gpu overclock starts by upping core clocks, leaving the memory alone.
1531 boost for a 980Ti is as high as you can hope for. You can probably get more, but we're talking 20-30 Mhz. You're doing fine as it is!

Try a flashing a higher tdp bios that will help keep the boost clock more consistent. thus stopping the power limit throttling the cards clocks.
 
Extra voltage doesn't particularly scale well with Maxwell cards so benefits will be minimal, while you could potentially lessen the life of the GPU, even with low temps. Anything over 1500MHz on a 980Ti is golden and frankly there is hardly anything more left in the tank after that.
