I have a most unusual problem. my overclock settings in my bios will not overclock my cpu in windows,Ie the turbo should be 4.6 i have only just noticed this since upgrading to windows 10.(but it could have been before)

I have saved all the bios settings to my tablet and did a complete load bios defaults then put the overclock values back in(after a comp restart) . went back into windows ran prime 95 while having cpuid and real temp up, all cores maxed out to 100% yet the cpu speed only hits just below 3.5. wont even go near its turbo overclock. i tried this for several hours, then just did a brand new bios update. again reset to defaults after. then reboot the computer then manually reapply the overclock , went into windows ran prime 95 again and yes the overclock worked. now it was working for a week or so now i jsut rechecked it again and again it will not go over the overclock that is set in the bios, its set to 4.6 and wont go near it, its water cooled so heat should not be a problem, temps are fine, i did also notice that the core voltage had not changed iether.

on the desktop via cpuid it is running at around 798.1 mhz but jumps to 3.691 mhz constantley like flickers.

Any ideas please?

This may be related to C states

If you go to

Start
Settings
System
Power
Additional
Change plan settings
Change advanced (dont you just love windows 10 :P )

In there there are loads of options but you may want to look at Processor power management settings.

Another option is to change to "high performance" power plan.

I have my PC on ballanced and it lowers clocks on idle and ramps up to full overclock when under load.

You can also set C states in the bios but I would expect the default settings to be ok
I'm not familiar with your board but you should be able to find out what settings do with google (or maybe even the Asus manual)
