Complete spec and list what troubleshooting you've done to date?
But try and removing all drives and reset the CMOS - unplug, deplete residual power, remove battery or short CMOS pins (see manual). Then boot to see if you can enter BIOS/see screen. If you can shut down - attach boot drive, and see what happens.

You can also try connecting the monitor directly to the HDMI or Display Port on the back of the board (Remove gpu first) and see if you get can get a picture with the onboard graphics (Assuming you have a cpu with an igpu like the 9700K or 9900K etc)

Is there a secondary 3 pin connector than comes/splits off the main fan connector that's meant to connect to the CPU fan connector on the motherboard? (or is that just the x62?)
